What this valve does: Sits inline between the LP lift pump outlet and the VST inlet. When the VST is full and the float needle valve closes, this valve opens to let the LP pump recirculate rather than dead-head. When the engine is off, the valve should seat and hold fuel inside the VST. If the ball is corroded or stuck open, fuel drains back overnight and the engine cranks 2+ seconds to refill the VST on startup.

Dual-engine advantage: Swap the valve port-to-starboard as a free diagnostic test. If the hard-start moves to the port engine, the valve was the cause — no parts ordered, no money spent.

Worn or cracked diaphragm allows fuel to bleed back toward tank when pump is off. Soft primer bulb in the morning is the telltale sign. Lift pump cycles 10 sec ON / 20 sec OFF below 1200 RPM. No VST removal needed.

White powder found specifically and only under the VST is not consistent with general salt air oxidation, which would affect all surrounding aluminum equally.
Most likely cause: VST water jacket seal weeping (6CB-14239-00-00). The VST body has a cooling water passage cast into its back that engine cooling water flows through. The seal separating this water jacket from the outside is 6CB-14239-00-00. A slow external weep from this seal allows cooling water to drip, evaporate, and leave white mineral/crystalline scale — exactly what calcium-rich cooling water leaves behind on aluminum. This is distinct from fuel residue (which is more waxy/chalky and smells of fuel).
Second possibility: VST float chamber lid gasket weeping (6CB-14984-00-00). If fuel is seeping past the high-pressure lid gasket, it evaporates and leaves a white residue too, but it will smell of fuel and be more concentrated along the lid seam perimeter. This would also directly cause the hard-start symptom by bleeding HP rail pressure overnight.
Quick test: Get your nose right on the deposits. Fuel residue smells distinctly of fuel even when completely dry. Mineral scale from cooling water has no smell at all. That single test tells you which seal is the source.
Either way: Both parts are replaced as part of a VST service. Water jacket seal (6CB-14239-00-00) = $30.25. Water jacket gasket (6CB-24482-00-00) = $51.30. Float chamber lid gasket (6CB-14984-00-00) = $72.65. Replace all three when the VST is out.
